As the state lead agency under the California Environmental Quality Act (CEQA), the State Water Resources Control Board (SWRCB), Division of Water Rights (Division) will direct the preparation of a Draft Environmental Impact Report (EIR) that will review the environmental effects associated with the issuance of a water right permit pursuant to water right Application 30166 seeking an appropriation of water from the Big Sur River subterranean stream to the El Sur Ranch.
